Announcement bar missing

Hello, the whole announcement bar has been missing on my website with Studio theme. It's always been there but sometime it disappeared and I noticed it just now. It might have to do something with custom css I added but I don't think so. It didn't just disappear from the website itself, but it's not even shown in sections when I'm customizing the website. Actually, the whole header is not clickable and uncustomizable. I can see the logo, search and cart though
