Hello, without the higher level Shopify plans you cannot edit the checkout besides basic settings like logo, colors, etc.
You can however customize the cart page. To add text there you can go to the following:
Themes> Customize> Cart Template (from top dropdown)> Add Section> Rich Text> Save
