Customize Icon Section

I want to make the icon section blocks circles. Is this possible?

We have a couple different sections that would work. I have had help getting it to circles on an FAQ section, but they are going in a column and not a row.  Is it possible to move them to a horizontal row? We have the information going to the right like is standard, but want a hover or click text box pop-up with the answer. (we have to save space as this will have a lot of information added. Multiple rows.) Link. Blue background, white Question Circle with the small - + circle black with white symbol at the top, the - + makes a pop up of a box appear with the answer (white with black text).

Can you please provide more info, about this? Which icons? Can you give us an example? and would you midn to share your store URL? Thanks!

What we really want is kind of a FAQ but with circles as the FAQ tab and a little plus sign button on it that will show the FAQ answer in a pop up box when clicked.

Tried all the normal custom ways I know, but since I am working on someone else's custom theme, I am having conflicts pop up. 

We currently have an icon section with no icon, just the Title and Text Information. If we can make that or FAQ work that would be great, but really open to options.
