Dawn Theme - Cart Trash Can Not Visible Until hover

Hi, my trashcan in the cart is not visible until the hover.  I have seen a few posts about pasting code and have attempted that but must be the wrong spot or the wrong fix.  Any ideas?  Dawn theme.  (Second photo my cursor is on the top trashcan but it is not depicted in the screenshot)/

Please add this code at the bottom of your base.css file in Online store > Themes > Edit code to make it appears by default 

cart-remove-button .button { color: #000 !important; }
