Dawn Theme, Mobile View - Footer Navigation needs to be Horizontal, Centered, and Scroll left to rt

In the Dawn Theme, Mobile View. Need the Footer Navigation Menu to be Horizontal, Centered, and SCROLL left to right.

Currently I can get Footer Nav, Horizontal and Centered, but it trying to fit into 749px width and ends up stacking navigation menu links without space between them. The Scroll would allow user to swipe left or right to footer nav menu items.
