Dawn Theme - movable multi-column section

I would like to create a movable multicolumn section. I would like to have arrows on the left and right that scroll four columns in the desktop version when pressed. Thus, new four columns should always be visible. Does anyone have a solution? Here is a photo of the multicolumn section:
