DAWN THEME - Terms & Conditions Flag on Cart (DRAWER!)

First of all, I'm using DAWN v12

I have managed to get Terms & Conditions on my cart page and it works properly.

In new dawn theme we are able to use DRAWER instead of CART Page which is more smooth and user friendly. Unfortunate thing is the Terms & Conditions does not appear on DRAWER, so I need help to get it there.

This is CART Page  (Kullanım Şartları = Terms & Conditions)

I want to add Terms and Conditions checkbox on CART,  and if the checkbox!=True then not to let passing checkout phase. It properly works on CART page when you open, but I dont want customers to open CART page so I choose DRAWING on CART Design. So I need the conditions on DRAWING
