'Free Shipping' message on cart (pipeline theme)

I need help with the "congratulations you have Free Shipping" bar in cart! 

It is set to Australia only which is free shipping over $50 so when international customers shop it is showing the same message but then when they check out, shipping is added.

I have 3 different amounts to qualify for free shipping

AU - $50aus

NZ - $150AUD

UK, CA, USA - $250AUD 

and rest of the world don't get free shipping 

how can I change the cart free shipping to accommodate?
