Have a single button open in a new tab? Any Custom CSS for this? Refresh Theme

Hello. I would like for a single button on my homepage to open a new tab. This is the only button that I would like to have open in a new tab as it is a free pdf for customers to download. Is there a way to do this possibly through Custom CSS in that section? I am using the Refresh theme. Thanks!
