Header Customization - Refresh Theme

The header of my website is the generic Refresh theme header. I do not like how it looks and I am trying very hard to change it. However, I was not able to find anything on the web for this specific customization. I would like my websiite to look like the image attached. I want my logo to be on top and centered with white background, while the bottom of the header has an open search bar that takes up the empty space and is in the center, I want text to be under the sign in icon and cart icon like the example attached. Any ideas how I can exactly achieve this?
