Hide Local Pickup if Cart has product with "continue selling when out of stock" and stock is 0

I only want to offer the "continue selling when out of stock" functionality for shipped orders. I would like to hide the local pickup shipping option if a customer has a "continue selling when out of stock" item in their cart.

Did you ever find a solution for this?  I finally figured out why people were able to order pickup of items that a location didn't have, but we don't want to turn that flag off.  And sadly support was no support, they didn't even know why it was happening.
