Horizontal Tabs on Top of Home Page (Mobile View)

Hello, I'm trying to figure out how to add horizontal tabs to the top of my home page on the mobile view (How the tabs normally look on the desktop view). When I am on the desktop view, I have the horizontal tabs on the top of my page like home, about us, contact us, etc. When I switch to mobile view, it switches to the 3 lines on the top left that you have to click in order to see those tabs vertically. The first picture is what my mobile view looks like now, and the second picture is what I'm talking about, what I'm trying to add to the mobile view.

Actually have another question, in that specific image that you took, there's a lot of white space above our logo. Do you know how to make this smaller?
