Can I make the banner size like the photo attached?

Currently it's full width and the photo size is too small

how do I do that? I don't see anything where I can upload a banner for mobile only.I'm using Dawn theme

You will need to create 2 banners sections and then use CSS to make one appear for desktop, and another one appear on mobile only
