How can I change the color scheme on my site's pages?

All of the PAGES and the CONTACT page do not have an option for Color Scheme, for me to select my Color Scheme 3 (black background, white font).

It only has Section Padding, Theme Settings and Custom CSS.

How do I turn the section to black to match with the overall theme of my site?
