How can I change the hover over color on all buttons (transparent) to a color?

Hi,

I would like to change the hover over color on all buttons (except add to cart and checkout) to #FFDD00 on hover. They should be "white and button style outline" and then on hover change to solid #FFDD00 with text in #000000.

Theme is palo alto.
