How can I code to check all products for tags on my website?

I'm working on a new theme for my website and on our website, we have some products that are compatible with other products, like a vape mod that is compatible with a vape tank. I'm looking to put this on a section on a product page, set using tags, but no matter what I try, it only pulls a few products in, instead of looking through all the products on the website. How can I make my code look through all the products on the website? Below is a picture of the code I'm using.
