How can I enable right clicking again on Refresh theme?

At some point I stumbled upon an option to disable rightclicking/copying and now I can´t find my way back when I want to enable it again! Does anyone know where that option is? When I google I only find different apps for it but I didn't use an app. I think. I'm pretty sure it was
