How can I fix the automatic zoom in of banner images on any theme?

No matter what theme I've tried using I always run into the issue of my images being somewhat zoomed in. I would love it if the banner box would automatically size to the image, but it never is. Using the "adapt to image" always makes it too large and even then it's not set properly. The only way I've come to solve this problem is by taking my current image and overlaying it on top of a background to make it smaller.

The resolution of my photo doesn't matter either, it always zooms in. If i downscale the resolution it just keeps it the same size but more pixelated. 

The first image is how it displays in my banner box (any theme I've used) and 2nd image is what I want to be displayed. Can anyone help me fix this?
