How can I sell fabric in fractional quantities on my ecommerce site?

Hello - I am a newbie researching cart options.  I searched and found a few responses about selling fractional quantities in Shopify but was still a bit confused.  I want to sell fabric in yards using .25 increments.  So someone may order .25 yards or 3.75 yards, etc.  As I understand it, this is not a functionality that is native in Shopify.  I believe there are 2 options - hire someone to "re-code" or use a 3rd party app?  Is this correct? 

How do you use an app within the shopping cart/website builder?  Is this a one time purchase or an extra monthly fee?  

Hiring a coder seems very expensive and I read about some limitations especially when using one of the free themes or templates.  Anyone have any info or comments about that?

Selling in fractions is a standard function in another ecommerce/website builder but they have a few other limitations such as working not compatible with Flodesk.
