i am trying to achieve this bundle feature on my product page. Does anyone know which app is being used? 

the 1 bottle - 2 bottles - 3 bottles ETC

Or this feature can be implemented by theme code, which will help reduce costs if you want.

We don't need any app for this.

We simply can create variants as a 1 bottle - 2 bottles - 3 bottles and setup the discount at variant level.

Based on the screenshot you provided, to achieve this, you would need two separate apps: one for creating color swatches and another for bundling, such as Profit Bundles. The bundling app will help you create multipacks based on changes in inventory of your single SKU.

The bundles created through our app are compatible with upsell funnels, allowing you to create subscription products and integrate with review apps.
