How to add navigation bar to specific section

Could I ask for your help please?

I would like to add such a navigation section/menu at the top of each collection. I am sending a link of someone else's store of how it should look like: https://artisaire.com/collections/wedding-wax-stamps

So far I've only found out that you can create a new menu, but I have no idea how to add it where I want.

You can create a custom liquid and then add HTML to display link like that

To implement that, you need customize theme with code.

If you are not familiars with code, you can ask to a developer help you.
