How to adjust picture sizing for mobile and desktop on Empire theme?

Hello, I hope you are having an amazing day!!! I am looking for a way to have the top photo on my home page to be shrinked when accessed on mobile but still be enlarged one you are on the desktop version. I am currently using the Empire theme by pixel union and any help would be perfect! I will attach a photo of what the mobile version should look like and what I am trying to accomplish.
