How to centre my footer on mobile viewing?

So I have been successful at making the footer centered on desktop view(with code) but not mobile >_< I using the dawn theme if anyone could help!

I searched online and in these discussions and no ones says where exactly in the coding to place it >_< they just say at the bottom of assets? 

I know nothing about coding (clearly) so if someone knows how to explain this to me in baby steps it would be much appreciated!!
