How to change background to black on the policies section for mobile

Hello! Right now I've been having issues trying to make the background of the policies section back and the text white work on mobile devices its only working on desktop. Any help would be appreciated thank you!

Not the admin URL, only the URL store that will go on public.

Thanks for the info., check this one. 

From your Shopify admin dashboard, click on "Online Store" and then "Themes".

Find the theme that you want to edit and click on "Actions" and then "Edit code".

In the "Assets" folder, click on "base.css, style.css or theme.css" file, depending on which file your theme uses to store its CSS styles. At the bottom of the file, add the following CSS code:

.shopify-policy__container * {
    color: white !important;
}
main#MainContent {
    background: black !important;
}

And Save.

It still didn't work even when on mobile.
