How to change the whole header text color when on hover?

Hi, so I have a transparent header, the menu header text color is white (which is perfect). When scroll down, the sticky header text color is black with a white background (which is also perfect). The problem is when hover on the header, the header changes to white background and the text is also white which makes it invisible. How can I fix that?
