Hi, could someone please point me in the direction of how to create a header menu like this on the dawn theme or if there's a specific theme for this?

Do you mean a transparent header? Yes, we can do that but the font color will be same color when it scroll. That needs a developer to change. And this wil be shown on the homepage only right? Would you mind to share your store URL? Thanks!
