How to create a static image scroll effect on mobile view?

Hi,first thanks a lot in advance for your help...Please help me to create the same scroll efect on mobile view like on this website..

Go for mobile view and you'll see that when you scroll down, the image is static and also the rest is scrolling down...I see this very nice..If u can help me it will be great
