How to create an horizontal scroll menu on prestige theme ?

So i want a menu that has a slide feature on the bottom of the header like this image

 

And also the menu like this on mobile sidebar view

This can be done only with custom code.
You have to hire any shopify developer for this.

I am eager to do this. Please let me know.
