How to create or setup a static banner for Why Buy From Us? On Debut Theme

Two questions in this part:

Question 1 - Is there any way to create a static banner either on top of the hero image (underneath the menu bar) or underneath the hero image as shown in the example provided? Example is from a Wordpress site https://rarecandycollectables.com.au/

Question 2 - Is there an out-of-box option for the Debut theme to allow when you hover your mouse over the menu items it shows a preview as displayed in the example provided? https://www.paperplane.shop/
