How to customize the footer in Dawn Theme

Hi,

I want to adjust the footer of my shopify store in Dawn Theme. It currently looks like this:

Is there a way to move the newsletter to match the other section headers and add a text box section to add a description below the header of the newsletter? Also, I would like the other footer sections to be smaller (font). 

For the mobile is it possible to align section 2 & 3 (bedrijf and help) to align next to each other centered (only in mobile view) while the top section (company info) be centered on top of it?
