I created a transition effect for announcement bar but I can't change or remove padding of the text

I did a cool transition effect from cyan to white with custom css on customise webpage. If I change the transitioning from cyan to blue  the announcement bar is changing but the text padding is not changing. Is there any way to remove the text padding to make it look much better because it looks a bit awkward when the announcement bar changes except the padding.
