In the page sections, go under "Theme Settings", click on "Reveal sections on scroll"

This will animate them in like your example URL.

Based on the Mr Parker theme documentation, it's in Global Theme settings

Set the scroll animation for content as you scroll down the page"

Go dig around in your settings and you should be able to find it. Based on what their documentation says, it should be build into the Mr Parker theme, you just have to find where to enable it.
