Make image banner under header. Dawn theme

Hi!  I've been trying to figure out how to make my image banner to go under the header, and when you scroll up the header displays normal background color.  It's like the header on this website: https://soleilsoleil.com.au/

So far nothing has worked.  Please help.  Thank you in advance.

In dawn theme You want to use image banner or banner slider of dawn theme. 
Then we can give you css by modifying our theme.
