Menu Issues/Burger Menu Breakpoint

Using Paper theme.  Having an issue where when screen size is minimized to the point of having 2 lines the drop menu disappears before it can be reached with pointer.  Possible solution would be changing the breakpoint for the burger menu, but I can't seem to find it in the code.  Any help would be greatly appreciated

I discovered the update 6.1.4 has corrected the issue, but its having some other problems at the moment
