Modifying "Add to Cart" Button Behavior on Product Page

On my product page, I would like to change the behavior of the "Add to Cart" button. Instead of adding the product to the cart, I want it to function as an anchor link that scrolls the page down to the Contact Form.

To implement this functional, you should ask to a developer to help. Because you need remove the feature add to cart, then make an ID attribute for section which is containing contact form, then add a Id attributes inside tag add to cart and finally is check it's working as expected.
