Newsletter form issue in footer section ( Dawn Theme )

Hello Everyone!

Can the newsletter form be placed on the top line? And can a border line be added above the newsletter in mobile mode. In mobile mode, the heading title of the newsletter form will start from the left side. Please help me. Thank you.
