There's no default popup feature in Shopify. You will need to use apps, you might find some free ones as well.

It can be custom coded as well so something you would hire a developer for if you are someone who understands code. 

The free options I know of is Shopify forms,  where you can build a form and show it as a popup. You can also choose to show it other ways as well, I just don't remember it off the top right now. It's from Shopify itself so it's free and also lightweight so not something that will hamper the performance of your store.
