Overlapping 2 sections

Hello I have a image banner I want to have another section over the top of it its called "SS-Product Ingredients #2" All I want to do is to place that over my image. I have multiple pages I want to do this with all of them will be placing the  "SS-Product Ingredients #2" over the image banner so I just need a universal CSS or something I can place on each of the pages this is an example page. You will need to add that particular section to see and update you with the code. 

You can place that section directly within the image banner using include or render tag whatever way your theme includes sections in your store. You can see that from the theme code editor.
