you can achieve this using different apps.

Regarding the icon/text below the price you could find my app Bloom useful: https://apps.shopify.com/bloom-product-feature-bullets

My app can also help you with triggers such as "15 in stock".

To add the "BUY MORE, SAVE MORE!" section, search the App store for bundle apps. You will find a lot.

Inspect the page of the website and you'd probably see what page builder they're using if they are, and then i guess go with that.
