Publisher Theme - Add Email Signup below Announcement Bar

Hi,

I'm using Publisher theme and would like an email signup module to sit just below the announcement bar.

I'm able to add an email signup module directly below the header, but I'd like it to be placed above the header,  directly below announcement bar which is sticky to the top of the page.

Any help?

This image shows where i'm able to add a 'subscribe to email' module within the template. It only allows me to place this module below the header, not above it.

But what I want to do is something like this image. Where the subscribe to email form sits above the header
