Realigning Footer in Craft Theme

Hello, 

I am currently working on a client's website and am having some trouble with the footer in the Craft Theme. 

With the help of someone else on these forums I have been able to move some things around, but now I am needing assistance with making it more responsive on smaller screens and mobiles. 

Is anyone able to please assist with coding to adjust the order of the footer when displayed on mobile? I'd like it to go Menu, Newsletter, Menu (it is currently Menu, Menu, Newsletter)
