Is it possible to send a link to the vendor to add their products , without them able to make any changes to the existing products?

While you can add staff / collaborator to your store and give them access to Product, it seems it would not work for your purpose if they can also freely edit or even delete the product.

One possible way I can think of is to use an external tool like Zapier to setup a workflow like below:

1. Create a Google Form (or any form)

2. Connect it to Google Sheet so all form submission becomes a new row in Google Sheet

3. Create a Zapier workflow so every new row in Google Sheet will creates a new product in your Shopify Store
