Search Modal above announcement bar and navigation bar - Dawn Theme

Hello,
Is it possible to have the search modal appear above both the announcement bar and navigation bar?

Even if I change the z-index of the announcement bar section, the search modal only appears above the navigation bar. I'm looking to cover both the announcement bar and the navigation bar when toggling the search icon. I've attached a picture for reference.
