Site CSS hangs up

I'm using the Out of the Sandbox Flex theme, and I'm having an issue with what looks like the CSS hanging up and not loading. It doesn't happen every time I load the site, but more often than not. I've cleared cached and refreshed and it doesn't load properly. I moved the CSS up higher in the theme file, but it doesn't matter. It happens on mobile and desktop. It's frustrating because I get many emails from customers saying the site isn't working when it is, but the CSS isn't loading correctly. It's also affecting my site speed scores.

When it happens, I see my header, a huge blank white area, and then the rest of the site (unformatted) when I scroll down the page.
