Splitting the shipping options into sections for better readability

I'm working on a shopping cart with many options that have repeated or similar text in them, about delivery area and timeslot. The business has a store in two separate cities and does both shipping and local delivery to respective cities.
I'd like to split the shipping/delivery into categories by adding notes or headings for better UX.
For example, each option currently says something like:

[city name] free same day delivery, orders over $50 - orders before 10AM: dropoff 11am - 4pm
[city name] free same day delivery, orders over $50 - orders before 1PM: dropoff 4pm - 8pm
[city name] next day delivery, orders over $25 - orders before 8PM: dropoff 11am - 4pm
[city name] next day delivery, orders over $25 - orders before 8PM: dropoff 4pm - 8pm
[other city name] free same day delivery, orders over $50 - orders before 10AM: dropoff 11am - 4pm
[other city name] free same day delivery, orders over $50 - orders before 1PM: dropoff 4pm - 8pm
[other city name] next day delivery, orders over $25 - orders before 8PM: dropoff 11am - 4pm
[other city name] next day delivery, orders over $25 - orders before 8PM: dropoff 4pm - 8pm
And then all the shipping options on top of that.

I'd like to simplify this as much as possible because right now it's pretty crowded and unreadable. It'd be nice to be able to split it up by same day/next day, or by city. Even by adding little a little note between the table items.
I'm up for suggestions or things I've maybe overlooked. Perhaps also removing the extra city options for people who don't live near that city, since that'd cut the options in half. Can anyone suggest a good way to go about this? I'm a web developer but I'm new to Shopify. Currently they do not have the option to change the liquid template, and upgrading isn't an option. What are some other possibilities? Thanks!
