Template editor is saying I have 0 products and my template is assigned to 0 products

Obviously I have products and they all use my one template. But when I edit the theme and look at the product template, it is grayed out. See screenshots-

Can't I work on the template without publishing it?

Templates are already published. You only have to activate the products to
the online store.

No, without activating the products you want be able to see.
