How can I access the Theme Library for website customization?

I do not have access to the Theme Library so i cant customize my website I do not know what to do and can not find any answers.

Welcome to the Shopify Community. Could you confirm for me what plan your store is on? If you are on the Starter Plan then you will not have access to the theme editor. You can confirm your store plan in your admin by going to Settings > Plans. You can also learn more about our different plans and their features in our Help Center here: Plan features · Shopify Help Center.

Also, do you have the "Online Store" sales channel in your list of sales channels on the left hand side of your store admin? If not then you could also be on our older "Lite" plan that does not come with the online store channel. Please see my screenshot below:
