Website scaling issues: Only scaling horizontally and not vertically for banner image

I am trying to get our website to scale evenly when adjusting the screen width. Right now our website seems to only adjust the horizontal width which changes the dimensions of our banner image. I'd like to have the image dimensions be fixed and it adjust our site vertically.
