What is the best Shopify plan for a mobile-friendly site redesign?

We are looking to redesign our current website with a focus on creating a mobile-friendly version, as our current site is not optimized for mobile shopping.  I am looking for feedback regarding which Shopify Plan would be best suited for this.  We are also interested in speaking with potential design teams to handle this transition.
