Y my changes are getting published only when I switch my editor from default or international to UAE

I'll run my business and shopify store from UAE but my shopify developer is from Pakistan. He can publish the changes only when he switch the editor from default or international to UAE.

It could cause any issues later on? Would my international clients be able to see my updated Shopify store?

Any recommendations?
